For the first time in at least a generation, both Glasgow and Edinburgh both find themselves experiencing growth at a time when cities are increasingly acknowledged as the key drivers of regional and national economies.
Elsewhere in the world, cities have already begun to collaborate to build capacity and increase their influence. The leaders of both Glasgow and Edinburgh City Councils have recognised that this new set of circumstances represents both an opportunity and a challenge, and have agreed to embark on a programme of collaboration in those areas where working together can achieve more than either city alone.
We are looking for someone to work with the key players in the two cities to drive and deliver on that agenda. Clearly you’ll need to have excellent communication skills, and be used to dealing with senior decision makers and the media. You’ll also be skilled in project delivery, with the imagination that’s going to be essential in taking forward such an ambitious and novel venture.
So, if you think that you’re up to what is certainly one of the most unique (and most challenging) jobs to come up in Scotland for a long time we would like to hear from you.

The successful candidate will be:
* responsible for development and delivery of actions contained in the collaboration Prospectus, as well as identification and development of additional activity
* employed by Scottish Enterprise. Day-to-day line management of the successful candidate will be by Scottish Enterprise’s Executive Director for Global Connections
* supported by a Working Group comprising officials from the partner organisations
* expected to co-ordinate ‘virtual teams’ of staff from partner organisations for specific projects and processes
* responsible for supporting and reporting to a high-level Steering Group made up of senior officials, as well as elected members from the two Councils
* responsible for the sound financial management of the Cities Growth Fund budget allocated to collaboration.
Candidates will be expected to fulfil the following criteria:
* graduate or equivalent qualification with 5 years relevant experience at senior level
* understanding of current national and regional policy on cities and city regions with experience of high-level partnership and working with the media
* experience of managing budgets and people
* holder of a driver’s licence, and able to travel (including overseas) and work overtime (including unsocial hours) at short notice
* willingness to work flexibly between the two cities (office space and facilities will be provided).
Glasgow c£50k + Brussels living/office/travel expenses.
The Glasgow-Edinburgh collaboration project, in partnership with the Clyde Valley Community Planning Partnership, and Strathclyde Passenger Transport recognise the need to increase their impact in influencing European urban policy, and their participation in trans-national projects of relevance to Central Scotland.
On behalf of these partnerships, Glasgow City Council proposes to appoint a consultant, to be based in Brussels and Glasgow, to provide a range of services, including:
* liaising with the institutions and members of the European Union on policies and legislation of relevance to the above partnerships
* building the international profile of the Glasgow and Edinburgh metropolitan regions in Brussels
* identifying future European funding and project opportunities.
You will be expected to demonstrate extensive experience of working with European institutions combined with an in-depth knowledge of the development issues facing the Glasgow and Edinburgh metropolitan regions. The appointment will be on the basis of a one-year contract, renewable subject to performance against an agreed set of targets.
